Instructions

It is anticipated that the initial discussion post should be in the range of 250-300 words. Response posts to peers have no minimum word requirement but must demonstrate topic knowledge and scholarly engagement with peers. Substantive content is imperative for all posts. Classroom Participation

Students are expected to address the initial discussion question by Wednesday of each week. Participation in the discussion forum requires a minimum of three (3) substantive postings (this includes your initial post and posting to two peers) on three (3) different days. Substantive means that you add something new to the discussion supported with citation(s) and reference(s), you are not just agreeing. This is also a time to ask questions or offer information surrounding the topic addressed by your peers. Personal experience is appropriate for a substantive discussion, however, should be correlated to the literature.

All discussion boards will be evaluated utilizing rubric criteria inclusive of content, analysis, collaboration, writing, and APA. If you fail to post an initial discussion or the initial discussion is late, you will not receive points for content and analysis, you may however post to your peers for partial credit following the guidelines above.

Review the American Association for Nurse Practitioners ‘State Practice Environment Map (AANP) and determine your state\’s color – green, yellow, or red.  Then review the Nurse Practice Act in your state for Advanced Practice Act in your state to assist you in answering the questions listed below:

  1. Determine your state\’s practice environment color – green, yellow, or red.
  2. Discuss how your state is an independent practice or practice-restricted state.
  3. Describe the prescriptive authority for your state.
  • A. (For California Students) Review the CA Standardized Procedures requirement of NPs and discuss the meaning of Standardized Procedures (California BRN – Standardized Procedures Guideline).
  • B.  (For States other than California Students) Identify one (1) barrier to practice and a strategy to address the removal of the identified barrier.

My state has restricted practice for NPs meaning that licensure and state laws restrict the ability of the NP to engage in at least one element of NP practice; NPs require career-long supervision, delegation, or team management by another health provider to provide patient care (American Association of Nurse Practitioners, 2021).  restricted practice np

Standardized Procedures are functions, policies and procedures created by organized health care systems for the performance of standardized procedure functions (Standardized Procedure Guidelines, 2011). The guidelines are intended to protect consumers by ensuring nurses meet all practice requirements and provide uniformity in the procedures (Standardized Procedure Guidelines, 2011). According to the Board of Registered Nursing, an organized healthcare system must have standardized procedures before allowing any registered nurse to function, then the nurse must provide satisfactory evidence that he or she has met the experience, training and education requirements to perform the functions (Standardized Procedure Guidelines, 2011).

My state is Florida, and the color is red (AANP, 2021).

Discuss how your state is an independent practice or practice-restricted state.

Florida, a restricted practice state, 2020, passed a law establishing that with additional training in diagnosis and pharmacology, nurse practitioners with 3,000 hours of experience no longer need a physician’s supervision to operate a family medicine practice (AANP, 2021).

Describe the prescriptive authority for your state.

(For California Students) Review the CA Standardize Procedures requirement of NPs and discuss the meaning of Standardized Procedures (California BRN – Standardized Procedures Guideline).

According to the Florida Board of Nursing (FBON, 2016), beginning January 1, 2017, Physician Assistants (PAs) and Advanced Registered Nurse Practitioners (ARNPs) can prescribe controlled substances listed in Schedule II, Schedule III, or Schedule IV as defined in s. 893.03 Florida Statutes. According to HB 977, an ARNP who is also a Psychiatric Nurse may now prescribe certain controlled substances.  Additionally, the Barbara Lumpkin Prescribing Act, as of January 1, 2017, nurse practitioners with a master’s or Ph.D. may apply for a DEA license after passing the controlled substance training course. This allows qualifying nurse practitioners the authority to prescribe Schedule II-V controlled substances.  There is also an Electronic Online Reporting of Controlled Substance Evaluation Program (E-FORCSE®) is the state of Florida’s Prescription Drug Monitoring Program (FL PDMP E-Force, 2022). This program established under the Florida Board of Nursing in 2009 by the state of Florida legislature to ensure safer and efficient prescription of a controlled substance by authorized practitioners (Davis & Carr., 2017).

Assessing the State Practice Environment Map for Connecticut (CT)

  1. Determine your state’s practice environment color – green, yellow, or red.

Connecticut (CT) is one of the 22 states with Code Green as far as nurse practice environment is concerned. Code Green means this state is a full practice environment for NPs as they have the power to write prescriptions, make a diagnosis, and offer treatment to patients without having to consult a physician (Dillon & Gary, 2017).

  • Discuss how your state is an independent practice or practice restricted state.

In 2014, CT became the 18th state to permit NP independence after the state’s legislature enacted a law to let NPS and other Advanced Practice Registered Nurses (APRNs) offer collaborative services with physicians for a minimum of three years. Being a full practice environment for nurses’ means that CT nurse practitioners can prescribe, dispense and administer medications just like other states l with full practice (Altman et al., 2016). Besides requesting, signing for, receiving, and even dispensing drug samples, they may also administer corrective measures.

  • Describe the prescriptive authority for your state.

As outlined in the Federal law on NPS, prescriptive authority is the sole prerogative of state boards of nursing and follows the role of an NP, education level, and certification. Toronto enjoys full practice authority Npsor CNMs who have completed approved causes, including advanced pharmacology and prescribing trends related to controlled substance use.

B. (For States other than California Students) Identify one (1) barrier to practice and a strategy to address the removal of the identified barrier.

 According to Altman et al. (2016), outdated insurance reimbursement models, the organization’s institutional practice and culture, and state and federal policies are some obstacles that hinder nurses from acquiring full practice authority. These authors further identify policy recommendations to overcome these barriers by offering NPS licensure and reimbursement models that reflect the NPs training and education. These and several other measures continue to make significant progress in reducing restrictions that not only reduce an NP’s full practice in the Yellow States but also encourage restrictions in the red states.
